Dedicated To Justice

Emma has represented plaintiffs and defendants in federal and state courts throughout the country on a wide variety of issues, including fair housing, accessibility, and other civil rights concerns; contract disputes; corporate ownership disputes; and cases regarding property ownership, zoning, and affordability restrictions. She is dedicated to justice and works tirelessly to ensure an equitable result for her clients, whether that involves traditional civil litigation, arbitration, or mediation, litigation avoidance, or settlement.

Emma received her Juris Doctorate from the Georgetown University Law Center in Washington, DC. Emma also holds a Master of Public Administration degree from the University of Memphis and Bachelor of Arts from Lipscomb University in Nashville, Tennessee.

Prior to her career in private legal practice, Emma worked for the United States Senate Committee on Banking, Housing and Urban Affairs and completed a federal clerkship with the Eastern District of Tennessee.

Emma is admitted to practice in all federal and state courts in Tennessee and before the Sixth Circuit Court of Appeals.

Emma lives in Nashville, Tennessee with her husband and a pair of three-legged dogs. When she is not practicing law she is likely about town with her family and friends or making pottery.

Dispute Resolution

Emma can assist individual or corporate clients seeking to prosecute or defend claims in court, engage in alternative dispute resolution such as mediation or arbitration, or avoid litigation through negotiation or settlement. Emma is experienced with dispositive motion practice, discovery procedures, trial, and appeals.

Housing Policy

In addition to traditional litigation, Emma has experience representing clients before administrative boards, state human rights enforcement agencies, and the U.S. Department of Housing and Urban Development (HUD). Further, Emma has advised clients on fair housing enforcement, accessibility, and affordability housing regulations.

Consent Order Administration

When HUD or other enforcement agencies enter into compliance agreements with public housing authorities or multifamily property owners, the agreement may require the engagement of an independent, third-party administrator to ensure compliance or administer settlement funds. Emma has served in such a capacity for a large public housing authority and developed protocols for compliance agreement administration.
